The police woman is clearly confused as the walkie talkie is just pouring static into her ear and nothing seems to really change that, no matter what frequency she adjust it to or tinker with the buttons. For now, she is more focused on the device rather than her weird and creepy surroundings. It's only when she is spoken to, that she turns her attention away from the thing and to the stranger trying to make contact with her.
