The city had no longer seemed a safe place for girls and young women. Someone known only as the 'Gagger' had been kidnapping them, literally right off the sidewalk, only to be found later nude or partially clothed, tied up with what became the assailant's trademark.....a white gag over their mouths, either tape or cloth.
