The Judge of Souls

This is arguably a side character, that may or may not become more.  S/he of course has a 'true form' but what it is may not be quickly revealed (and I don't know what it is yet).  A picture isn't really needed at this point as it essentially just a robed character, with invisible face.

Short Bio: Some find their way to the other world by chance.  Or a desire deep within, that pulls them over unknowingly.  But some are chosen.  Given a guide, to help them navigate, determine if they are truly worthy.  This robed figure is one of them.  An entity native to the other world.  Being of magic, though much of its true nature is deliberately hidden.   It stays out of the politics of the various lords, does not interfere with the nature of the world.  The only duty of this entity is to find individuals and determine if and where they can find a place in the world...if that individual tries to stake a claim to a higher place in the world, it is no business of the judge, it will neither help nor prevent such things.  Probably move on to a new person to judge by the time they are ready to try something like that.

Powers they have in dream world:  Can pull those from the normal world over, easily travel the various sub-realms.  Potentially give a degree of power to those it judges worthy.  It has a great deal of power in general, but will rarely use it, except in self-defense and most entities of the realm know better than to attack a judge.  Though whether the judge will protect who is being judged is not always easy to predict.
