One of G.H.A.R.D.'s facilities it is an ultra high-tech facility housing experimental weapons, training facilities, meeting rooms, classrooms, and preparation rooms for just about any disaster that might pop up. It is tightly guarded and watched as well.

It has high traffic with many G.H.A.R.D. official, students, and workers entering and exiting at all hours of the day and night. Tower 3 is one of the more important facilities due to the city it is based in but is also known to have one of the more relaxed atmosphere's inside.
