The Vipers

A local gang that thrives in the slums of Black City. They take advantage of the Police's lack of activity and often harrass and terrorize the locals. They're no stranger to raping innocent men and women and have even been known to kidnap others and force them to join their gang against their will. They believe the city is better as an anarchy and that the strong should always be dominant over the weak. They are rumored to be affiliated with Ghost as they are also known blackmailers.
