The way Understand it, this is the the top 15 female student beauties of he academy. Only those that are attending class will be counted here. I.E no character that is only in the future will be included. Bianka might be added on this list and change it if she actually partake in classes... but I'm not sure if she actually registered as a student.

Explanations:

Humans were created to look like angels. Angels were considered by the gods to have the most beautiful form, which was why the humans were created in their image. The gods having had no corporal form liked the physical beauty of he angels so much that they themselves took shapes similar. While angels were the original most beautiful, Gods strive to perfect this beauty and surpass it. Hence many goods are far more beautiful than angels.

02 Su-chi/Ranna
Su-chi is a goddess, one that could only be born from a human after generations of making the right humans have offspring finally produced a woman of tremendous human beauty that was able to actually give birth to a human/god child. So Su-chi was specifically born as one of the most beautiful females, her divinity making her even more beautiful.

Ranna is a special case. While she is just a human, her gene pool for various reasons such as "Ikazd'yix" messing around with human destiny -- not only is every female in Ranna's family beauties -- her curse specifically increased this beauty even more because it wanted to make her the ultimate human female. (lolwut?)

03 Adalia
Adalia shouldn't be as beautiful as she is, but "Ikazd'yix", and chance itself played a big role in making her so beautiful. Of course her beauty isn't always noticeable since she doesn't use any makeup and wears her hair in a very weird hair style that makes it difficult to take note of how good looking she is.

04 Haiko
Haiko has circumstances similar to those of Adalia. While she is a beauty, leaning toward looking more "cool", dressing up and acting like a boy and not wearing any makeup, coupled with her very slim body type make her look more like a bishonen. This of course might be why she is so popular with other girls.

05 Schala
Schala is indeed an extreme beauty, looking very voluptuous. Unlike the top four though, she has more of a mature feeling and don't give that school girl vibe.

06 Midori
Midori whether in"normal mode" or "Angel mode", with her exquisite looks, her red hair and copper skin makes her incredibly beautiful.

07 Ottaviana
she is a half angel so she looks very beautiful. She has a serene feel to her, possibly he age being the reason for this.

08 Jumi
She was always good looking, but when she ascended and became an angel, every aspect of her as well as her aura increased in intensity. She became an "overclocked" version of what she had been before. She has a very "intelligent" feel about her.

09 Elisabeth
Being a vampire she has an "death" aura around her. She has the feeling of a doll about her. Naturally her vampire magic increases this which is why she takes ninth place.

10 Ilyia
She is a succubus so naturally she would be a beauty. Now a normal Succubus might have been placed even higher on the list, but Ilyia was always more cute. Her dislike for men has also influenced her natural beauty so when she "grew up" her shape was not adapted to specifically lure in men.

11 Hanako
She is an angel so she should have been placed even higher ion this list. However after she fell from grace, her aura diminished. Perhaps an angels beauty is directly related to her happiness?

12 Tsuko
She is a angel/god hybrid. As such she should have been placed extremely high on this list, but unlike Su-chi who was born and grew up naturally, Tsuko's growth and appearance was majorly influenced by her own choosing. As such the way she wanted to look, wasn't necessarily "the most beautiful"

13 Selena
A beauty in her own right. Perhaps this was why she chose become an actress... or maybe her wish to be an actress made ger grow beautiful?

14 Miya
Why Miya even after ascending is less beautiful than Selena is a bit of a mystery but maybe not as odd as one might think. While Angels were the epitome of beauty and humans were just pale copies, even a copy can surpass the original and even among the original there were degrees of beauty.

15 Kaiko
As Schala's sister she is a natural beauty.
