I need help with a female character

First off if I put this in the wrong place then would you please let me know where I should put the post.

I would love to have some help with setting up a female character that I am working on right now.  She happens to have a human form and her true form.   Below is the description of her true form. This female character happens to a superpowered character.

A statuesque humanoid woman who possesses six arms walks in, moving with surety and seduction. There is something sexy about the way she carries herself, a hidden power to her movements. The well-defined muscles accentuating her flawless antique ruby skin, which possesses a luminous and metallic appearance, showcases her physique—a testament to her strength and femininity. A pair of gigantic leathery wings that are able to wrap around her body like a cloak gracefully unfolds from her back, alluring and breathtaking but sinister in appearance. The leathery membrane of skin that makes up both of her wings are Antique Ruby in color, with the joints of her wings laced with razor-like claws and adorned with jewelry. Accentuating her oval-shaped face are her high cheekbones. Ten sleek tentacles that reach down to her waist crown the top of the back of her head. Two gold earrings are worn on the top and bottom of both of her pointed ears. Resting between both of her eyes, which have a black sclera and a glowing antique ruby iris, is her perfectly shaped upturned nose, which has a gentle bridge and a rounded tip. Her full lips possess a cupid’s bow. Around her neck she wears a necklace with three ruby pendants. Six digits are found on her hands and feet. Each one of her fingers ends in a razor-sharp claw. A magnificent silver ring is worn on both of her thumbs. The black leather backless crisscross tie sleeveless halter crop top that she wears beautifully accentuates her huge breasts. Next to both sides of her belly button, which is piercing by a small exquisite gold navel ring a tattoo of a rose pierced by a dagger. Sticking out of the back of the black leather daisy dukes she wears over her perfectly rounded buttocks is a sleek and sinuous, tapering tail three feet in length that ends in a wicked stinger. On her long, sexy legs, she wears pointed-toe, black leather, thigh-high boots with thick half-inch-long heels.

If it's just putting them in a story, what kind of story do you want this character to fit in? 

I would like some help in developing her as a character and making sure that I set up the description of her correctly.

She's been described physically, that's for sure, but I don't know anything about her as a character other than how she looks. To be honest, unless you're describing her for an artist or AI to generate an image, that feels like way too much physical detail. For starters, I'd probably rewrite her intro into something a little less technically detailed. Maybe something like:

 

"A tall, striking woman entered, her movements fluid and self-assured, carrying an unmistakable air of quiet power. Her skin, a deep ruby with a faint metallic sheen, caught the light as she moved, highlighting the strength in her sculpted frame. Six arms shifted with effortless grace, lending her presence something both mesmerizing and unsettling.

From her back, vast leathery wings unfolded, their dark red membranes edged with clawed joints that glinted with small pieces of jewelry. They could just as easily enfold her as they could dominate the space around her. Behind her head, a crown of sleek, tentacle-like tendrils fell to her waist, framing a sharp, elegant face with high cheekbones and softly curved lips. Her eyes, black as voids and lit by a glowing ruby iris, fixed on the world with unsettling intensity.

She wore black leather that clung and crossed over her torso, paired with short-cut bottoms and high boots that accentuated her long legs. A slender tail curved behind her, ending in a wicked stinger that swayed with quiet intent. Rings and small adornments of gold and silver caught the light as she moved, each detail reinforcing the same impression:

She was beautiful, dangerous, and entirely in control."

 

Beyond that... who is she? What's her core identity, her background, her role in the world? What is her personality like - her temperament, habits, quirks, mannerisms? How does she treat others? What are her external and internal goals? Her motivation? Her flaws and strengths? What external and internal conflict will she face? What relationships does she have - allies, enemies, power dynamics? Essentially, we need enough character details to tell us why we should care about all of those physical details.

If you only define a few things, make it these: what she wants, why she wants it, what’s stopping her, what’s wrong with her (flaw), how she changes. That should be the bare bones to build a compelling character.

I think @IsabellaRose is absolutely spot on here. Your visual concept is very vivid, but right now it reads more like a design sheet than a character, which don't misunderstand me, it's still a great start. You’re definitely heading in the right direction. 

You clearly have a strong image in your head, which is great. The next step is making her feel like a person rather than just a powerful presence. At the moment, we know what she looks like in extreme detail, but not how she thinks, feels, or behaves.

A few things you might want to start defining:

  1. What does she want more than anything? Power, freedom, revenge, belonging, control, peace, etc.
  2. Why does she want it? What happened in her past to create that desire?
  3. What’s stopping her? External enemies, internal conflict, or limits to her power?
  4. What’s her flaw? Pride, cruelty, detachment, trust issues, etc. Basically something that creates problems for her to overcome.
  5. How does she behave around others? Is she manipulative, regal, playful, cold, or compassionate?

Also, regarding the description itself: less can often be more. Instead of listing every detail at once, try filtering what we see through the perspective of a scene or another character. That way, her appearance unfolds naturally and keeps its impact. You don’t always need to mention every feature (like exact clothing cuts or all accessories) unless they matter in the moment. Focus on the details that reinforce her personality or the mood of the scene.

Right now, you’ve built a very striking design. If you layer in motivation, personality, and conflict, you’ll have a much more compelling, three-dimensional character.

You've gotten a ton of great advice here that I'm not going to repeat.  What I would add are some things that I consider when I am designing characters:

  • Essential personality traits
    • If a friend of the character was asked "What's this person like?", what are the first 5-10 words that the friend would pick?
       
  • Relevant history
    • Is there a prior background that motivates some of the things raised above?  Knowing a person's ambitions and goals is great.  But why do they care about that?  Such a history can greatly inform roleplaying decisions and reactions.
       
  • Inspiration and Fears
    • If there are particular people, events or similar things that both inspire the character or make them fearful, that can also be a deep running personality thread that informs their choices and actions.
      • A person who finds sexuality and lust to be a wonderful, inspiring thing that simultaneously fear commitment could be hot, heavy and in the moment until their paramour says "I love you".  Knowing that the character has that thread running through their personality can be the difference between writing a slight hesitation or a starkly dramatic reaction that feels more realistic.
         
  • Vices & Virtues
    • Similar to what you have above about flaws, some people like thinking about it in terms of the Seven Sins & Virtues.  Boiling down those essences can give a broader feel to a character personality even when you're not totally ready with all the fine details.

The way I wrote her description is so that I have all the information I need about how she looks like.
 

Below is what I have on her so far.

She is a mutant.  The only person who knows that she is a mutant is her best female friend.  While she was out with her best female friend two months after she turned sixteen she transformed into the character in the description in front of her.  Even her own parents don't know that she is a mutant.  Her best female friend thinks she look interesting in her true form. Due to the fact that she is unsure how her family will react to her being a mutant she is hiding the fact that she's a mutant from them is hiding the fact that she is a mutant from them until she is ready to tell them that she is a mutant. Her true form is more attractive than her human form.

The stinger at the end of her tail can paralyze any living thing that is stung by it.

Bullets and gunfire have no effect on her body whatsoever. 

Her leathery wings besides allowing her to fly allow her to glide as well.

Her vision as a mutant lets her see as well as an eagle can.

The regenerative healing factor that she possesses allows her to regenerate damage done to her body at an extremely fast rate and to regenerate lost limbs and organs.  This regenerative healing factor makes her immune to all poisons and diseases.  Due to this regenerative healing factor she happens to be ageless.

She can survive in environment that have high pressure, intense cold, and intense heat.  

I have recently thought about her being combined with a female character who has poison/venom generation.  That character has poison green hair and eyes.
