Also I was wondering, can we directly interact with the npcs? Like let's say, can we talk to Mercer/Baron to get recruited in the army? Or to see Gerhard to buy something rare?

As this is a medieval setting, some NPCs will be harder to get an audit with than others, but the captain or the general store owner would be easy enough to get access to. For the baron, there is still his head butler to talk to first, for instance.
